Spetsnaz translates to special purpose in Russian. Spetsnaz are the special forces of the Russian army, in most cases the best trained and the best equipped, tasked with performing the most challenging operations. To answer your second question, the script that the writers wrote for the movie called for Green Berets defeating Spentsnaz soldiers, this does not mean that one group is better then the other, just that the writers and directors of the movie chose to portray it that way.
