How hard is it to get an Army ROTC scholarship?

I have never taken JROTC, but I have 4 years Marching Band, 3 years Swim team, and a 3.8 GPA.

What are my chances of getting a scholarship? I've been considering VMI (Virginia Military Institute) in particular.

The "scholarship program" scholarships are based on the "whole person concept." This is an example of "whole person" scoring:

It is not possible to speculate what your chances are from the above. The Scholarship Board is not going to consider a GPA in isolation. They will consider the prior academic record including GPA, class rank, rigor of the course of study, competitive level of the high school and SAT Scores. Extracurriculars will be examined for signs of leadership, athletic involvement, public/community involvement and any work experience. In addition the score on the PFT will also factor in, as well as the writing sample and the interview.
You can call VMI ROTC and ask them the chances of a "college program" scholarship. I'd assume VMI has quite a few but also that there is demand for them.

As long as you maintain a GPA above 2.5, you receive a 19 or higher on the ACT (I'm not sure what the SAT score is), and you pass the APFT (Army Physical Fitness Test) you can join an Army ROTC unit at any college that accepts you.

With your GPA and swimming I would say that your chances are good. Remember though not all scholarships are 4 years. I would apply for all ROTC programs as well (Army, Navy and Air Force). The one that you did not apply for could have been the one that would have selected you. By the way, since you swim, have you thought about the Coast Guard Academy. It is not as political as the others and you can do some really cool things in the Coast Guard.

EDIT: A 2.5 will not get you a scholarship........
