If you mean "tactician" meaning one who studies and plans tactics, I did that for a few years.

The ability to think logically, to get inside the heads of your enemies, to be totally objective, I think those abilities. help.

But I think those you mentioned weren't particularly good at tactics, they just overwhelmed their opponents. The fact that they were notably ruthless also played a factor in their victories.

Look at the battles of Platea and Theropylae. The Greeks were outnumbered about 1000 to 1 and they still held the Persians. They used the local topography and the inability of a large force to maneuver quickly. And there was nothing that the Persians could do about it.

I'm in the Air Force, and my last boss was a Weapons School grad and a former chief of weapons and tactics for an F-15C unit. While the tactical analysis needed for figuring out how to shoot down enemy fighters is a little less involved than that needed to take over the world, the basic skills are still the same.

The number one thing he knew that made him a great tactician was an absolutely incredible knowledge of various weapons systems and sensors in use. He understood everything about the F-15, from the engineering level data on the way the radar works, to the way it way it handles in a dogfight at different altitudes and temperatures. He also knew all the critical details of all the fighter aircraft in the world, along with air to air missiles, AAA, and SAMs. If you don't fully understand systems, you can't employ them to their greatest advantage, or exploit the weaknesses of enemy systems. Beyond understanding technical details of systems, you also have to know how your enemy will employ them. You have to have good insight in to how your enemy will employ his forces. Today, military commanders have incredible levels of intelligence support to give them an idea of what their adversary will try to do. A commander will want to know the specifics of how enemy forces train, what their goals in combat are, and who their leaders are.

Being a good tactician takes a sharp analytical mind, and an ability to work with large volumes of data and keep everything straight. Realistically, no one person is the mastermind behind modern conflict--the thing that makes great commanders outstanding is the quality of the troops they have that are getting information for them, and figuring out how to solve problems.
