Speaking as a former Navy officer, the closest the Navy has to a guarantee for college graduates is called the Direct Commissioning program. However, it only applies to Doctors, Nurses, Lawyers and Chaplains. They are commissioned as officers before they undergo their military training. All other college graduates have to complete their officer military training before they are commissioned as an officer. |

You have to apply to Officer Candidate School/Officer Training School and if accepted, you will receive a commission.

To become an Officer in the military, you must have a degree in something that they are looking for and have a certain GPA in order to get a commission. Just because you have a BA doesn't necessarily mean that you instantly become an Officer. Enlisted personnel have BAs and Master's as well. |

You should speak to a recruiter for Officers (there are different recruiters for Officers and Enlisted) and get their information.
It matters what your degree is in, what your GPA is/was, and what MOS you're looking at. You'll also have to "apply" for OCS and you may or may not get accepted. |
