In dealing with Somali pirates, should the U.S. follow Lord Palmerston's advice from 1841?

Lord Palmerston said "taking a wasps' nest is more effective than catching the wasps one by one."

The way to substantially eliminate piracy has been demonstrated time and again over the last 200 years. In the past, anti-piracy efforts have only been defeated by eliminating the ports that pirates use as safe havens.

Why seize a large ship if there is nowhere to hold it, nowhere to refuel, nowhere to replenish their weaponry, and nowhere to safely spend their ill-gotten money?

Is it time to take the battle to the ports themselves?

(This is not a question of whether the US should or should not do this unilaterally, just a question of tactics.)

In terms of strategy and tactics, destroying their bases is obviously the best way to go. Picking them off after they attack is kinda pointless.

The port is obviously the ideal base to hit, but their are smaller bases, such as their larger motherships. A few months ago, India found a mothership and one of its destroyers sank it.

Just prior to leaving office, Bush sought and obtained a UN resolution to allow other countries to pursue pirates on land, which is a step in destroying their bases.

We already know many of their towns, we should carpet bomb them and then send in the Marines and offer them a bounty of 5k per scalp they bring back.
