In the US - What is the best available civilian Sniper Rifle?

I am doing research for a book plot. In the plot it will be used in a built up city area, similar to that of New York City for example.

It needs to be -

- Good telescopic sight.
- Easy to reload.
- Can shoot over a fairly long distance.
- Easy to move around. (Light weight).
- Can be used with a silencer.

Haha don't worry - I am from England, I couldn't get hold of such a weapon and don't ever plan on shooting a gun again. (Used to shoot in the Air Training Corps during my teenage years).

Lets see: Innocent civilians, men, women and young people, are being raped, beaten, robbed, many times life threateningly beaten and murdered by the thousands every day and night in America. The police show up, naturally, after the crime has been committed. I don't see any well meaning, loving, charitable, liberal good feeling answer but to carry a gun.

Ah... the old "ban guns to save lives argument". Last time I checked.... criminals don't obey the laws which is why they are criminals. Do you really think they are going to obey a new ban on guns? No but the honest citizen will which makes them defenseless.

Hello, I am strongly against guns, if they were more openly available, there would be way more shootings and murders, this is why Guns must be forbidden in countries, if you have any teenage children's then, please stay away from guns, all these trouble kids do is steal guns, go crazy with some problems, they have then decided to shoot other people. Before kill themselves, it's a sad story, you see to me anybody carrying a gun for protection is a coward and assassin them-self, nobody has been right to take a life away that what happens when some idiot decides to take matters into his hands.

Its important to realise that guns dont kill people, people kill people. A gun is a tool, such as a wrench, but even a wrench could kill somebody. I is also important to realise that if drugs are easy to get in America, guns will also be easy to get if they are outlawed. Most american's have read the history on what happened when our government outlawed alcohol. Yeah didnt work, and neither would a gun outlaw. And about the teangers gettin guns and goin on a rampage. In America you have to be over 21 years of age to legally own, purchase, or buy ammo for a gun. Therefore these teens the above responder is talking about is most likely obtaining the gun illegally (not in all cases but most cases) and therefore proves my point.
