No.... the Marines are very often the first on the scene because they are forward deployed with the Navy. Some of the first forces in Afghanistan after September 11th were Marines. I think they were the first non-Special Operatons Command units there. They were also the first to leave Afghanistan. A few years ago, the Marines withdrew entirely from the country. They have since redeployed there. In Iraq, many Marines participated in the initial invasion as they were one of two main spearheads. Afterwards, they ended up with one province (Al Anbar, the worst at the time) and significantly cut back their numbers while the Army took all the other provinces. It is likely when we withdrawl from Iraq, the Marines will leave before the Army as the Army is the larger service designed for more sustained operations, even though they both entered Iraq at the same time.

No. Every branch actually has a hand in going into the war. So there's no real "first" or "last"

Not for war.

But for problems in third world countries, the Marine Corps are usually the forces responding.

To beef up security at embassy's, evacuate embassy personal, provide humanitarian assistance.

Because they are in MEU's as part of a Navy task force at sea and can respond quicker.

Who knows, maybe they are there anyways, you just don't know it, what is true is that its a time of death, the corp kills, its clean or it can be messy, but they do their job, you may love em or hate them, but when our country needs someone to end a situation the corp can take care of it.
