Are they still apart of the military? I heard they are not apart of the military when there isn't a war going on, but i could be wrong.. please clear things up for me! thanks! :)

Also the Coast Guard isn't apart of the navy is it? Or is it like the navy national guard? sry i'm confused...

Negative. The US Coast Guard falls under Operational Command and Control of the Department of Homeland Security.
The USCG maintains the same pay grades and ranks as the 4 military branches, and is a paramilitary organization (Saluting, military customs and courtesies, military traditions), however, it is NOT a branch of the US Military and is not controlled by the Department of Defense.
There are four branches of the military:
-US Army (includes Active, National Guard and Reserve)
-US Navy (includes Active and Reserve)
-US Air Force (includes Active, National Guard and Reserve)
-US Marine Corps (includes an Active and Reserve)
In day to day language, military rank, and procedures, the Coast Guard very closely resembles the US Navy. However, the Coast Guard has a domestic mission, their mission is more like Police Officers than a military force.The Navy, on the other hand, is a military force, with no ability to Police US civilians per the Posse Comitatus Act of 1878.
The Coast Guard is more effective this way. That is why it is NOT a military force. US military forces may not act or augment US Civilian Police agencies. This is why you don't see Military Police cars driving around stopping people off base. Their authority is limited to on-base only, with few exceptions.
If the US was to actually DECLARE war on someone, the Department of Defense would have the option of taking operational control of the Coast Guard in order to augment the US Navy. This would have to be an extreme situation, however. |

The Coast Guard is part of the Department of Homeland Security. In time of war, command and control is transferred to the Dept. of the Navy. They are still military in peacetime, just not part of the Department of Defense. |

The US Coast Guard are card carrying military members at ALL times, war or peace. During peace time we are part of the Department of Homeland Security, during war we transfer to the Department of Defense. Either way they are still considered to be full members of the US military. Just because we aren't in the DoD at all times doesn't mean we aren't military. |
