disability benefits, what does he need to do to determine eligibility? Where should he start to get the ball rolling? He's been out of the Corps for 13 years.

he basicly has to get a copy of his servie medical records

You can do that at the national archives webpage.

And prove that his disability was caused by military service.

Generally by showing he was treated for whatever it is, while on active duty.

Best place to start would be with the service officer of American Legion, VFW, AmVets, DAV etc. The are located in state hq where VA is located. go to VA.gov - there is lot of info there especially if he has to get a copy of his medical records in service to prove service connected disability. Also he should have available any treatment records for disability since he left service.
