NROTC Marine Option without scholarship?

Is it possible to do the NROTC Marine option program and be commissioned as a 2nd Luey without receiving a scholarship? The only reason I wont get a scholarship is because I already have a full ride for other academic reasons.
Additional Details
If I were to not even apply for the scholarship could I still do the program?

Yes, the majority ROTC students do not have scholarships.

I don't really know, but there's no reason not to take the NROTC money. You will get nothing for refusing it. I'm not sure if they will allow it since these are entitlements legally. And it may indeed be that there is no provision for not taking the money.
