U.S. War in Iraq has cost almost half a TRILLION dollars already. Why not use it to bribe the enemy?

Y'know, if we air dropped all the marijuana confiscated in the U.S. in the last five years into Iraq, everyone would be too high and mellow to make bombs and kill each other. Think of all the lives and money saved, plus two problems solved at the same time.

The enemy is doing a pretty fair job of blowing up Americans and everyone else with roadside bombs made from all those thousands of tons of high explosives (translated "WMD") that Saddam had. Since the enemy's stated intention since about 700 A.D. has always been to destroy all "infidels", what do you suppose they would do with the money, infidel?

what might go wrong with that course of action. We are dealing with religious fanatics, trying to reason with them / bribe them,
