Neither. Since you said "of all time" I would have to say the Crusaders and the Mongols would top that list. Both the Americans and Germans followed certain laws and policies that prevented them from using extreme torture and beheading. No such limitations restricted the Crusaders and Mongols. |

No the Americans have never scared anyone and the British and her empire were never scared of the Nazi regime

If the choice is between the Americans and Germans in 1940s only, Then Id have to say the Germans were more feared. I mean, the Americans never deliberately destroyed a town for a revenge lesson like Lidice.
Now with that all time phrase, Id have to say the Mongols back during the Genghis Khan days. Nobody did it better than the Mongols. |

i would hae to say the germans were, after all, we didnt defeat the germans on our own, france first took a stab at them, then the brits did, so yeah i would say germans |
