There are still a lot facts that need to be worked out before any action is taken. In truth, the South Koreans will not do anything because when they look at who will be there for them they will see the US is over committed in South East Asia, but I think in the the sinking of a DPRK submarine would be a fair and legitimate action.

I would start by evacuating Seoul. When the chinese see that they might start to get tough with the North. They certainly don't want a flood of refugees coming into their country.
