What are merchant marine organizers?

I get extra credit if I can find the answer, but I haven't had much luck. :[

I heard Rush Limbaugh's show in current events, and I'd guess that they were pirates, but he talks about them incredibly sympathetically, so I'm not really sure. And I haven't heard the term before now.

Anyone have a link to somewhere that has nothing to do with his show, yet still talks about 'merchant marine organizers'?
It'd be much appreciated.

This may not have nothing to do with your question. first Rush Limbaugh talks about the merchant marine organizers like President Obama's community organizers when Obama ran for president. They both did not do any or much good to improve the community or the Merchant Marines. Did you know the Federal Government has its own Merchant Service? It is called Military Sea lift Command. I worked for them when the war was going on in Lebanon. The ships are called USNS Ships and were crewed with civilians Go look it up on the internet.We supplied fuel and food to NATO ships supplied US embassies with the things they needed, did research, and tracked the space shuttle when it was launched.The true Merchant Marine organizers are the unions who dictate how the ships are run, the crews pay, living conditions and every aspect of shipboard life. even then the Union can be overbearing when it comes to paying them their dues. Pirates are pirates no matter what you call them.

The US Government manages its merchant marine through the Maritime Administration. Basically, they coordinate the maintenance of certain ships and pay/lease vessels for government service. Most non-military ships in the world are not US-flagged in order to avoid taxes and labor requirements. However, US merchant mariners – professionally trained civilian mariners – are well trained and can be found all around the world working on ships of various nationality.
