1 reason is that the ruler didn't do his own homework and thought it best to put fear into his teacher. Forcing the teacher to giving them a passing grade.

Moderation in almost all things2

1. Nuclear weapons are a sign of a technologically advanced nation.
2. Humans (since first grade) are scared of others or are bullies - so first it's just muscle then weapons then bigger weapons...etc. ...etc. Either the scared person gets weapons or the bully to scare others.
3. Trade is a real reason, if you can build it someone out there may buy it.

Sorry that's all I can think of.
