"The Medal of Honor is the highest award for valor in action against an enemy force which can be bestowed upon an individual serving in the Armed Services of the United States. Generally presented to its recipient by the President of the United States of America Iin the name of Congress, it is often called the Congressional Medal of Honor."

And this from Wikipedia - "The medal is frequently, though incorrectly, called the Congressional Medal of Honor, stemming from its award by the Department of Defense "in the name of Congress."

So yeah, Congress has something to do with it.

Actually, there have been no living medal of honor recipients for quite a while, and they're getting much more uncommon - only 5 awarded for OIF/OEF. Check out this article:

The appropriate name is "Medal of Honor"
The President may award, and present in the name of Congress, a medal of honor of appropriate design, with ribbons and appurtenances, to a person who, while a member of the naval service, distinguishes himself conspicuously by gallantry and intrepidity at the risk of his life above and beyond the call of duty—
(1) while engaged in an action against an enemy of the United States;
(2) while engaged in military operations involving conflict with an opposing foreign force; or
(3) while serving with friendly foreign forces engaged in an armed conflict against an opposing armed force in which the United States is not a belligerent party.

Actions you've taken that are above and beyond the call of duty. Putting your life on the line to save others and complete the mission. Most medal of honor winners are dead because of their actions. So their families get the medal. A lucky few actually make it out alive.

And as the above poster said, often awarded posthumously.

doing something to save multiple lives knowning that you will die and sometimes living
one of my favorite medal of honor stories is roy benavidez because of how amazing it is
some of the civil war and WWI stories are a little meh in the wow factor but it was the only medal in the civil war and one of the few in WWI

If you have to ask, it isn't something you deserve. No offense. It isn't something that is a personal choice, not wanting it and doing something to get it. It is a sacrifice on your behalf.....it isn't something that can be striven for, but given to those whom deserve it.

Ronald H doesn't know what he is talking about. Congress actually convenes and votes on the award of every Medal of Honor. Both houses. The President actually awards it as Commander in Chief.

There is no such thing as "Congressional Medal of Honor"!

congress has nothing to do with the Medal.
