The song is referring to the National Guard.
It is basically saying that when there comes a time of need at home, the soldiers of the National Guard will be there to help. The term "Citizen Soldiers" means that they come from the regular population. Unlike active duty soldiers, National Guard soldiers live and work as a civilian in their local communities, and get activated mostly for stateside missions for things like riots and natural disasters.
This goes back all the way to the American Revolution and the time of the beginning of the colonies. Since the American Army was still in its infancy and relatively unorganized, it was the militia (ancestor of the modern National Guard) that provided an auxiliary force to help fight locally in their communities.
In short, the song says that whenever something bad happens, the National Guard will be there to help. |

National Guard, how they are there in the times of need. Hence CITIZEN SOLDIERS, because they are part time and live normal lives until they are needed. |
