In German it's called 'brother war', which might be a more accurate description. There is nothing civil about war, whether it is against another country or an internal problem.

You might wish to free Northern Italy from the third-world deadweight of Southern Italy.

Perhaps you are a Muslim Bosnian and have a problem with Bosnian Serbs. Or maybe the Chinese believe that the theoretical Tibetan freedom fighters are (legally) Chinese.

Or perhaps you are a Kurd or a Sunni or a Shi'ite...
