What is the National Average for BAH for the US military for an E-5 with dependents?

The new Post 9/11 GI Bill pays for tuition, books, and it also pays E5 w/ dependent BAH pay for the zip code your school is located in. I plan on studying abroad, at a school that has no affiliated campuses in the US. Supposedly I will receive BAH payment based on the average BAH payable for an E-5 with dependents residing in the continental U.S., but how do I figure out what that average is?

Here's the list and add them all up along the line for E-5 and divide it by all the states and zips. Good luck
