The key part of your question is "all around."

While the F-22 does have some air-to-ground capability, it is predominantly an air-to-air fighter and is not yet combat-proven. The F-35 is not yet operational. The A-10 is an air-to-ground only asset with laughable air-to-air capability.

If you're looking for something in operation and combat-proven, then the F-16. It is the most versatile military aircraft ever developed with the most robust mission set (Offensive and Defensive Counter-Air, Supression of Enemy Air Defenses, Combat Search and Rescue, Close Air Support, Air Interdiction, Combat Air Patrol, Escort, Strategic Attack, Nuclear Attack, and others). It has a decent radar (the APG-68) with the ability to reach out and touch you with the AIM-120C or get in close with the AIM-9X (on the CCIP upgraded models) or the AIM-9M on the older models and the M61A1 20mm cannon. It's air-to-ground capability consists of everything from the AGM-65 Maverick missile to the 2000-lb Mk-84 general purpose or BLU-109 penetrator warhead with Paveway-II or -III guidance kits (making them GBU-10s or GBU-24s), or the Inertial Navigation System/Global Positioning System guidance kits (making them GBU-31v1 or GBU31v3 JDAMs).

Edit: The two runners-up would be the Eurofighter-2000 Typhoon and the F-15E Strike Eagle..both with good air-to-air and air-to-ground capability.

f22 Raptor its advanced computer targeting system out preforms any other out there, it has the capabilities of taking on numerous targets at the same time. also its stealth technology is more advanced than any other fighter out there. The only down side is that each unit cost about 200 million making it the most expensive fighter known to man. in simulated combat exercises the Raptor took on i believe 24 F18 fighters and managed to kill every one of them, the pilots of these aircraft where some of the top fighters in the military and during the exercises had no idea of the jets locations. it simply picked them of one by one with the stealth that could only be compared to a sniper. truly the most advanced fighter jet in the world.

No such thing. Every user (air force) has different requirements on what it needs from an aircraft. So without knowing who it is for, what they need and how they plan to use it (and how much they have to spend) this is a question that can not be answered.

This explains why there are so many different types of combat aircraft to chose from.
