thanks for the answers but I have a question for B Man. Pearl Harbor was specifically targeted at our Naval ships and bases in Hawaii so wouldn't that be considered an act of war? And also one could make the argument that the terrorists (and yes I do consider them terrorists, I'm just providing possibilities) that attacked us on 9/11 were attacking our economic and military infastructure by hitting the pentagon and world trade towers?

pearl harbor was indeed an act of war. fdr said as much in his famous radio address. in cases of war, our troops are going against a particular country's opposing troops. terrorists (cowards) on the other hand, would much rather kill people that are not prepared to fight like civilians. those civilians are much easier targets.
as far as the pentagon is concerned, it was not the original target, the white house was. but since the terrorists knew that time was running out before military fighters would be there to shoot them down, they had to settle for plan b which was the pentagon.
but it was called the war on terror which is exactly what it is. now it's some pussified term like overseas contingency plan or something like that.

One way to look at it is an act of war is carried out by a nation/country. A terrorist act is carried out by a group or individual (not a country).

terrorism/terror is the unlawful use of force/violence or threat of such acts to intimidate people (whether a mass or a targeted group) to change ideologies , outcomes of events or for political/monetary gain IE: To TERRORIZE.
WAR is a mutual lethal engagement of opposing sides toward a goal.

Terrorism is an act of war provided the trrorist act can attach itself to a specific country or rebel force within a country.
