The first Gulf war. It was a complete flop. He managed to push the Iraq out of Kuwait, but he didn't actually accomplish anything other than that. He left Saddam in power for another decade to kill his own people, and cost the US massive amounts of reputation. Once people got over the firepower that was brought to bear they started laughing at the US for not going in to finish what they started. As far as the Arab world was concerned America was all big and brave in its stealth aircraft, but it was afraid to face the Iraqi on the streets.
Saddam sent money to the families of Palestinian suicide bombers and gunmen. Failing to stop him then cost hundreds of Israeli lives. And it demonstrated that America wasn't willing to put its soldiers into harms way under Bush, thus all of Israel's neighbors knew that whatever they did and however many rockets they fired into the occupied lands, Israel wouldn't get US support on the ground.
It was a humiliation for America.
Of course, if Bush had gone in he'd have faced a decade of entanglement and several thousand US deaths, which is what we have right now. |

There was Operation Just Cause in Panama, in which US forces went in to arrest Manuel Noriega on drug trafficking charges. There was also the first Gulf War, which left Saddam Hussein in power in Iraq ONLY because Bush 41 worried about what the UN (Useless Nitwits) thought. |
