That we know of, Russia and china. These are widely known to be spying on us. others likely include america, france, Israel, The arab emnities and n.korea s.africa are also probaly involved.
But we are not mere victims we also have spies and 'operatives' around the world. After all Britain pretty much invented the idea of an official secret service (m16)
AND THE MYSTERIOUS SRS (Special Reconnaissance Regiment).
I sometimes wonder about how much our governments must be involved in.

every country that has an embassy in the UK has a military adviser on board who doubles as an int officer if the embassy concerned does not have an int section therefor every embassy plays the watching game either by satellite or electronically,MI5 normally watch the watchers

The US is generally a safe answer for spying questions, considering it spies on its own citizens.

There is Military Spying and Industrial Spying. When it comes to Industrial then every Countries Manufacturers spy on each Others Designs especially in the Clothing Trade. The Chinese especially when it comes to ripping off Designs and making cheap Copies. The Chinese ,Russians, Americans, are watching the UK and each other to see if they make some Piece of Military Hardware, or an improvement to the Nuclear Bomb. Most other Countries are Peaceful and do not Spy on anybodies Military Equipment.
