Which is better, the f22 raptor, or the F35 LightningII?

They have different roles, so it depends on what your criteria for "better" is. Horses for Courses.

F22 is the best air superiority aircraft in the world.
F35 is the best multirole fighter in the world.

In the end, the F35 will be used to its full capability a lot more than the F22.

These are very different aircraft designed to do very different things in much the same way that the F-16 and F-15 are tasked differently. You can't say which tool is better if they don't do the same job.

F-35. The F-22 is primarily an air-to-air only platform with some air-to-ground capability. The F-35 was designed from the get-go to be a dominant multi-role fighter. It's radar cross-section is actually smaller than the F-22 in all aspects, has a better avionics package (including radar), and can carry a wider range of ordinance than the F-22.

The F-35 is also available in three different variants...the Air Force version with standard take-off profile, the Navy version with reinforced landing gear for carrier landings, and the Marine version with VTOL/STOL. It is also a multi-national venture and will be deployed and integrated with many of our closest allies, thereby making coalition air campaigns easier.

Even if China did steal the plans, their manufacturing tolerance specs will still not be able to duplicate the aircraft to the high level of precision needed for full-scale effectiveness. They stole plans for many other US and Former-Soviet built aircraft and missile systems and they don't come close to equaling the capability of the original designs.

They are both extremely versatile aircraft. The F-22 can pull G's that can make almost any pilot vomit. The F-35 is a very good aircraft, but seeing that the Chinese got the plans on how to build them, I wonder what will become of it. And production of the F-22 has currently ceased. There's only 187 of them because they cost so much.
