I found one site that credited it to Norman Mailer:

Ghandi said that? Really? I didn't realize he was that pretentious and stupid. We kill people to show living people that killing people is wrong. We need to put more people in the ground faster. Publically. I guarantee you there would be fewer rapes and murders if we hung some people in the town square for murder every couple weeks. |

A hippie. We do not kill people to who kill people to show killing is wrong. We execute people as punishment for murder only after they have been found guilty of capital murder by a jury of their peers and exhausted their many appeals. It takes 15 to twenty years to execute someone.
Do we kidnap and lock people up to show kidnapping is wrong? No. It is the rule of law that we all agree to in order to live in a civilized society. If you break the law you will be punished be it a small fine or all the way to death depending on the severity of your crime. |

not sure but I am sure you can Google it. But, if you think about it, it makes absolutely NO sense? I mean, do we say, "why punish someone by locking them in a cell for keeping a prisoner"? It's the same thing. Why allow someone to get beaten in prison when he beat someone? If you follow that logic, you basically couldn't punish anyone or teach anyone a lesson now could you?
