Why did the Dutch navy let Somali pirate mother ship with 20 pirates let them go free?

Why do some navies choose to be so passive with these lawless pirates? They should have at a minimum arrested them and a maximum blasted them out of the water.

I guess the U.S. is the only ballsy country in the west.
Additional Details
Correction: I am very pleased with the French Navy and what they have been doing with the Pirates. But not impressed with any of the other pansies that are letting pirates go free.

It's a delicate situation we're in. On the one hand, yes, the pirates deserve to be dealt with ruthless force. On the other hand, however, how do you find them? They disguise themselves as fishermen so well that no one can just SPOT them.

They have been doing this for generations. They know what they're doing.

I think you may wish to reread the news story. The 20 people freed were not pirates but captive fishermen. The 7 pirates aboard the ship were captured.
