What kind of bombs are you talking about? IED's usually are command or pressure donated. Bombs dropped from planes have a variety of different fuses. There are air burst, impact denotation, delayed denotation for penetration.
If you are talking Hollywood, then it it just for effects. |

I think it is because it is easier to make a bomb that has a countdown, rather than a count-up, because the person who built it wants to have something solid to start from, which can be easier than counting up from 0. |

No all bombs have time devices. Hand grenades are chemical weapons,so if you know how long it takes for it to explode then you can time it from the moment it is activated. It is not very smart to assume that it is the exact time it will go off. When handling a time bomb always keep that in mind to minimize your margin of error. |
