If you don't have a strong deterrent some wayward country will attack you. Please read the history of the start of WW2. Hitler knew that the pacifists (who hid under the kitchen table once the conflict actually started) had influenced weak governments so that they depleted their own weapon defence systems. It wasn't until strong man Churchill took action that the tide began to turn. There were also the aggressors 5th columns at work in the attacked countries and the UK, in the same way as the religious extremists and some communists are still scheming.
