Because certain enlisted men exhibit one of the following set of attributes:
1)Intelligence to be an officer/Lack of motivation.
2)Lack of Intelligence to be an officer/Motivation.
3)Lack of Intelligence to be an officer/Lack of motivation.
And this manifests itself in a type of jealousy and feeling of inferiority. By referring to a 2nd Lieutenant, whose rank indicates has attributes the enlisted person is lacking and is leading to his feelings of inferiority and jealousy, as a "Butter Bar", the enlisted person for a short time elevates himself in his mind by deriding the accomplishments and abilities of the 2nd Lieutenant. |

Also, it is typically a low officer without experience and is often mocked due to both having authority and ineptitude due to being inexperienced. |

Because that is what a college educated person starts out as in the armed forces - they really don't know a lot about what is expected of them, so it is actually somewhat of a negative term. |
