oreally here is very politically blinded to answer your question right.

The gulf war of the 1990s was extremely successful with the use of Air Power supplemented with ground forces. The USAF had air superiority really fast and knocked out communications. This made the Iraqi Air Force completely useless and created Chaos amongst the Iraqi ground forces.

It was in the Gulf War that the Air Force really shined. The Air Force played a major part in the success of the war but it could not have been done with out the other forces. the Army, Marines and Navy all played a role as well.

Check out Wikipedia to get details of what happened. http://en.wikipedia.org/wiki/Gulf_War

Preparation, cooperation of allies, planning. logistics. The full cooperation and execution is under a joint commander and under direction of the Joint Chiefs of Staff.
The President may be commander in chief but his power is also delegated to subordinates under him to carry out the job they are appointed to do .

success became possible the day Rumsfeld quit

Perhaps by 'successful’ you mean a quick and easy slaughter by Allied forces with vastly superior weapons, who relied on aerial bombardment and missile sorties to bludgeon what were essentially defenceless conscripts into the sands.

'Victory' has to be quantified also against the massive civilian consequences of cowardly air force bombing raids, from the safety of thousands of feet in the air as well as not-so-smart missiles, each of which blew women and children and old men to bits. The infant mortality rate from punitive US led sanctions have to be taken into account also before citizens of Imperialist aggression get up on the table to celebrate.

It's easy to achieve a military conquest when the enemy is armed with equipment decades inferior and you have little regard for human life. In terms of foreign relations, the blood stains on the hands of the many belligerent nations involved will remain highly visible for many generations to come.
