It wasn't a test.
It was a PHOTO shoot and YES, I want to download copies of those shots. Duly authorized and notified.
The locals dropped the ball not the Feds.

I don't know what the big deal is -- if you research almost EVERY significant landmark has been used as a backdrop for Military and/ or Presidential publicity photos and news briefs.

BTW I can't fault the President (mark this on your calendar), except HE should NOT have Apologized!
