If your daughter thinks the exam was inappropriate, she ought to share her misgiving with that doctor's chief of service. I assume it would be the Chief of Obstetrics and Gynecology for that military hospital. It's also a standard rule for a female nurse or medic to be in the room during such an exam to guard against inappropriate actions on the part of the male examining physician.

Anything that happened that made your daughter uncomfortable needs to be reported. Those all would have made me EXTREMELY uncomfortable. No matter how embarrassed she is, she needs to report it.

As a medic, the reason he pinched her nipples was to check for any odd discharge (I trained with a great doc, he walked me through every pap he performed that I assisted him with.) But there was no reason for that breast comment, unless he was somehow trying to go along with her comment and said it as a joke, which I'm assuming he was and she took it wrong or he didn't mean for it to come out that way. The thighs question, I've seen girls sweaty before too, but doc didn't mention it like that. He knew they were nervous, so he would ask them if they were ok and if they said they were nervous he would tell them that they could ask him anything, and since I was there as well (and obviously that same doc has done my paps) that I could answer her questions, too. It sounds like his comments weren't meant to offend her, but she took it wrong, to which case she could do one of two things. She could report it and have it investigated, or she could ask another female if they've had paps from him before and if he's done the same thing. Chances are if he's a perv, she's not the first one he's done this, too. If he's not, she might have took things out of context. Either way, good luck!

*Almost forgot, during ANY medical procedure involving a male doctor and female patient, a female escort or chaperone is offered and highly encouraged, but not mandatory. I'm comfortable enough with my doc now that I don't need an escort.

OK first how old is your daughter if she is your young daughter as in your dependent go beat the crap out of him and then explain why to his commanding officer. If she is in the military and grown have her report him to her CO and the clinic's CO. If she is the spouse of a military member have her husband report the guy to his command and the clinic (after he beats the crap out of him). Anyway I can't think of any time or way that those comments are appropriate. And the next time she has an exam make sure there is a female nurse present as well even if the Doctor is female too. It is just best to make sure there are witnesses so that nothing odd goes on and so that in the future your daughter can feel safe and not humiliated.

While this is an unusal method of a medical exam, the onus will be brought upon your daughter to prove it, all the more reason why a medic is in the area of the examination during the period of time and not just a doctor and the patient.

first of all report it. dont do it verbaly, like anything else with the military it has to be on paper for it to get anywhere.
Next explain to your daughter that this shouldnt ever happen, and that it's a rare occurance and it should be reported so that it wont happen again. If this cad can get away with it this time, what's to say he wont go further next time. And needless to say, find a new dr.
