Do I have the right of the way if I'm going straight when the light is yellow

Hi, I had a car accident about a year ago. I was going straight when the light was yellow and got hit by a left turn car. We both got witnesses. The back of my car (close to the gas tank area was damaged) The ICBC told me it was 100% my fault a month later since the other party's witness says I ran through the red light and my witness couldn't see the intersection very clearly. ( My witness was at the bus stop right at the intersection) I checked the appeal procedure and call the ICBC customer relationship center and they call me about few weeks later saying it's 100% reverse. I thought it's all settled but after 6 months, I got a letter from ICBC saying they have reverse it AGAIN, it is now 100% my fault !!!! I have called them and asked them why is it my 100% my fault. If they accused me running through the red light, isn't it red for the other party as well. Didn't he need to make sure the intersection is clear before he turned? Guess what they've told me? They have decided that I failed to stop during a very late YELLOW, so it's 100% my fault. The other party has no responsibility since he ASSUMED I was going to stop. I think I have to go through claim assessment review now. ( I thought I was filling for CAR when I talked to the customer relationship manager) Any other information that I need to know. I can believe they can reverse it so many times and it has been a year. Shall I also process the small claim at the same time. Thank you for you help!
