Who handles recalls for Mark III Industries?

I have an old Chevrolet conversion van that has a Mark III conversion. I noticed that it has a recall on the front seat belts. For remedy, it states to have the front seat belts replaced. Mark III has been out of business for years. I spoke to the local Chevrolet dealer and they said that they don't handle that recall because Mark III was an aftermarket conversion and that I will probably have to pay for this repair myself. Is this truly the case?
