Can I gain custody of my sister before i am 18?

I was wondering if somehow i would be able to gain custody or guardianship of my sister. I am 16 so could i maybe give temporary custody to my adopted parents but then gain total custody later. I of course would be totally financially supporting her and taking care of her. I am adopted and she's only my half sister. My adopted parents are unwilling to adopt her because they are getting older and she's only 5. My birth mother abandoned her when she was 2 and I want to help her have a stable family. I know i am young but i do make a lot of money and I have 2 jobs. Thanks in advance for taking the time to answer my question.
