Can a felon on probation get issued a passport?

Felons can get passports. Very few are prohibited from getting one and that is usually while they are on bail. Few prosecutors ever think of notifying DOS.

He needs his probation officers permission to leave the country or even the state.

Travelling to the UK is for the UK to decide. As a practical matter, they probably will not deny him entry, but get a visitor's visa to be sure. You don't want to be turned around at the port of entry.

Ok...I was in the same situation....

He can easily get a passport WITHOUT a probation officers permission BUT he cannot leave the country unless permission is given. He can easily travel to any country he wants that does not need a visa.... so he can go to UK without a visa, because when you travel to a country without a visa, noone checks your background or anything....BUT if its a country like Russia, he will never get in because they do a background check with their visa application (along with most countries that require a visa)

Depending on the terms of his probation, he cannot leave the state, and might not even be able to leave the county! He certainly cannot leave the country while he is on probation. That's a violation of probation and mandatory jail time in addition to completing ALL the time on the charge(s) he's on probation for.

To get a visa, most applications ask about prior arrests & convictions. With his record, the UK is highly unlikely to give him any visa. He should plan on NOT traveling anywhere at all, especially so soon. And it is entirely possible that with his record he will never be able to travel outside the country. As a 3-time loser, he's going nowhere.

The question is did the state request a passport denial in his case?

Not on probation, no, but after he's off probation, yes. However, getting a visa is a different situation; some countries do not admit convicted felons, some admit certain felons but not others.
