In some arab countries, women are second class citizens and do not have rights even close to what a westerner would recognize. Specifically, she may not be able to leave the country without parental or spousal consent.

Yes, if she can convince them that she is truly terrified of the current political situation in her country. However illegally entering the intended country of refuge and then requesting refuggee status would be safer, since the individual in question would not have to be transported from the embassy to the second country. |
