Can i get a passport without parents birth certificates?

Ok so heres the thing, I have been in foster care since I was a baby and have never had anything to do with my birth parents and don't ever wish to.
I am now 22 want to go on holiday with my boyfriend, however the application form states i need parents birth certificates, so how do i go about applying for a passport without them?
Please don't give me the track your parents down answer as this really is not an option i was taken into foster care for a very serious horrible reason!

You sound British, with "on holiday" as your reason for a passport, so giving you a good answer may not be right, since I know about American issues. But the principle should be very similar.

A passport is proof of identity and proof of citizenship. If you have another form of identification (driver's license is good) and a birth certificate, that seems enough to me. If you were born in another country, that might be the reason for your parents' birth certificates- to determine if you can derive citizenship through them, assuming you can't on your own.

Try contacting the passport agency and speak to a human person to explain how you can't get your parents' information. You can't be the first person ever in this situation. Good luck to you! (Hope you get to see Disney World!)

Do you live in the USA? Of so, that is all you need plus 2 photo's of the proper size to send to them. If you live like in England, then give the passport agency a call to see what they say.

There must be thousands of people like you in the UK. There is obviously a way around it, just phone the passport office and ask.

You are British, so you can apply for a copy of your birth parent's birth certs without needing to have any contact with them.

For further information you can contact your Regional Passport Office or call the IPS Passport Adviceline on 0300 222 0000. You should call between 8.30 am and 8.00 pm, as these calls may be complex. The IPS call centre will usually transfer you to a Regional Passport Office.
