Yes you need a passport.
You can not enter Mexico without proof of living in the border area.
You can not legally leave the US without acceptable paperwork.
If you try to return they WILL throw your *** in jail. You left the country illegally and tried to enter illegally. They can not deny you entry to your own country but they CAN throw you in jail. They will hold you at least until they are "satisfied" of your identity. They will be in no rush to do this so...

The Dark Side

You always need a passport to enter another country as they won't let you in without one. Knowing that, the US authorities won't let you out of the country without one. And if you somehow get into Mexico, you'll have trouble getting back into the US as you will have no proof that you are a US citizen.

In general U.S. passport holders are required by law to use the passport when entering or leaving the country.

So if you drive or take a flight into El Paso, Texas you can try to enter the Mexican border zone without a passport. The Mexican tourist card is only required if you plan to stay for longer than 72 hours. Make sure you hold a certified copy of your birth certificate as prrof of U.S. citizenship and a government issued picture ID (Driver's License or State ID). The CBP officers may give you a hard time on re-entry and you may expect some delay; however they can't refuse an American who holds proof of American citizenship to enter "his country".
