for a visiting visa for now. could he then apply for a fiance visa etc. if he was here?

It depends how long does he is going to stay in the UK

Visit Visa = 6 months max, he can go by himself or with you to the nearest British diplomatic mission in the place of his residence

UK Spouse Visa = Only if he marries a person who is a British citizen, EEA national or a foreign national who has UK residency, it is possible to make an application in the nearest British diplomatic mission
