l am going to new york for 5 days at the end of october, if l need one how do l get one

If you're in the UK and have a biometric passport (a new one) and don't have any criminal convictions, then you fill out a visa waiver form on the plane and present it to customs on arrival when they scan your passport, it's pretty straight forward and no big deal.

However, if you were not born in the UK but hold a UK passport or you have been convicted of a crime before, you will need to apply for a visitors visa in advance at the American Embassy in London or Belfast.

you do NOT need a visa. Simply need to have a machine readable, electronic (biometric) passport and need to complete the mandatory ESTA form on-line:

Citizens of the following countries also do not require visas nor need to complete the ESTA form:

If your passport is not from anyone of these nations, then YOU WILL need a visa.

Since you are only staying for five days, I don't think you need one. If you were planning on staying for a month or longer then yes you would need one.

It would be easier to answer the question if you said where you're coming FROM. For instance, if you're in New Jersey, then no, you wouldn't ;)

It depends on where you are traveling from. Some countries require a tourist visa, others do not. Check with your local travel agent, as that is part of their job knowledge.
