first of all .which country are you from ? are from the UK ? since you want to go to Spain ?you must contact the Spanish Embassy in UK , if this is where you reside ?

Just move to Spain,you don't need to contact anyone. when you are there you can arrange to get married the same way you would do here. |

The British don't have a consulate in their own country. They have consulates in other countries to establish a diplomatic relationship.
