Kunal if you are from India, You can take passport from your nearby passport office.
You can apply on line for a fresh passport from the Govt. website - http://passport.nic.in

well, they dont care much about the school degree unless you apply for studying visa.
you can apply for immigration visa but it might take some time ( 1 or 2 years) and then they will call you and have an interview with you.
