Once you've held ILR for a year you can apply for citizenship.

However, if you've been out of the UK for two years or more then ILR will have expired.

Indefinite Leave to Enter (issued outside UK) == Indefinite Leave to Remain (issued in UK)
Leave to enter can only be issued outside the UK
Leave to remain can only be issued inside the UK
They are the same in all useages (the UKBA website confirms it)

UK Citizenship:
At present:
You may apply for UK Citizenship after 1 year living in the UK with ILE/ILR (09/11/2010)
You also need to pass the Life in the UK test.

BUT... the rules are changing next year.. .and it will then take longer.
so in one years time, it will be different.. so keep watching the UKBA website for changes.

The Dark Side

I don't understand all that so I'll just answer the last bit. You can only apply for British citizenship after living in the UK for 5 years and it having been more than a year since you obtained Indefinite Leave to Remain. This is not the same thing as Indefinite Leave to Enter.
