In the UK you can pass your test to get a full licence at 17 and if you have a full licence you can drive on your own and carry passengers.

You can obtain a D/L at 17. if you have a full D/L you can drive on your own as many times as you like.
If you are a learner you have to have a passenegr who has held there FULL D/L for at least 3 years and aged over 21.

If you have a full license then by definition you can drive by yourself. There are some states that limit you to 1 passenger that isn't a family member, though.

In the past at least in the state of Ohio you were able to drive alone if you had a valid driver's license - although recently in the state of Ohio they have since changed this law. So I recommend that you check with your local BMV .
