Technically speaking, yes, however no officer is likely to arrest you for it. Driving with an expired license however, will increase that likelihood.

Yes, you can be arrested, but most times they just give you a court appearance. Depends on how long it's been expired.

It's a non-moving violation, you won't be arrested. Of course, if you have a couple of outstanding warrants then disregard my answer.

I would think that you can get into trouble with expired tags, no matter where you live. Certainly your car can be taken away, your driving privileges revoked , a fine or much more.
Any reason you haven't gotten legal tags? The longer you wait, the worse it will be. In many states, your car can also be impounded. If you haven't been caught, you will and I hope you have a registration , a legal license and car insurance. If you don't have current car insurance, you will pay a high price if accepted by any agency.
I had to junk my car because I was due for inspection and it failed. I had put so much money in that car and after it failed and I knew I couldn't get it fixed, I junked it; saved up money to get another used car and will be on the road again soon. It took me tw years to save for another car, so I had to do with very little. It will be worth it to get my freedom back.
Also, you don't want this on your driving record.
