What alternatives to high speed chases could police use to ensure results without compromising public safety?

Recently in Canberra, a car involved in a high speed police chase crashed into a car carrying a family of 3, including a 4 month old baby, killing the family and the driver of the stolen vehicle immediately. A passenger in the stolen car is currently in a critical condition in a medically induced coma.

A lot of debate has since arisen around the use of high speed chases by the police; we'd like to know what alternatives they could possibly use in such situations without compromising the safety of members of the public.

for a not so voilent person,the police can just get the license number ,or follow using satellites. but if the person is very very dangerous and they must get them now or else next time he has a hostage,that type of situation, then they must use high speed chases.


all in all, there is little they could do sincethe suspect is almost always very very dangerous.

There are few alternatives if any. The police actually pulled out before the accident happened. Ok, so they pulled out one minute before the accident, but a minute at 150km to 200km is a VERY long time. Both the victims and the criminal are dead so they are quite beyond comment or blame. As a result the police are the whipping boys. When the electronic disruptors become available that will be a solution. But all you have to watch is the US shows when they use spike strips and they aren't necessarily a solution either. If someone is set on getting away then that's what will happen. As for the suggestion that police should judge whether or not to chase on how dangerous the person is, this man was so dangerous he put the lives of everyone else on the road beneath his wish to get away. That's dangerous if you ask me.

I think the Police,State transport authorities as well as the Federal Government should lobby the vehicle manufacturers to put some sort of GPS system in all new vehicles so they are able to track them if they are stolen, or all new vehicles are to be fitted with a engine immobiliser / or high end anti theft system, so if the key is not in the ignition the vehicle won't start. Sadly, this is becoming far too common.

Don't want to take the time to read all the other responses but here's my $.02. The blame for a high speed chase lies with the criminal, not the cops. Any accident that occurs is tragic but blame the criminal for running, not the cop for trying to catch them. If it's a stolen car, getting the license plate won't help. Even if it's not a stolen car, there's no way to know if it's the registered owner driving. Or if the address is updated. There are situations where cops should discontinue there pursuit, no question about that, but remember that everything bad starts with a criminal's choice to run, not the cops choice to pursue.

Once again the media need to shoulder some responsibility here. Headlines stating "Police chase leads to death crash" and the like are really unfair on the Police involved.

The headlines should read "Repeat offender steals car and causes death crash".

The police didn't cause Justin Williams to steal the car and based on reports it would seem stealing cars was something Justin Williams enjoyed doing. He is one criminal who obviously did not learn from past mistakes and quite possibly never would have. Clearly he thought himself to be above the law.

At least we now have one less idiot on the road who certainly will not be causing problems for any other road users ever again.

So what do the do gooders want the police to do? Do they just let these car thief's and other criminals go along their merry way??

How well will that work? Obviously not well at all.

And what about all the car accidents and resulting injuries and deaths that are caused by car thief's where police are not involved? There is plenty of evidence to show that these horrific crashes occur with and without police involvement.

The police are paid to do a job and I am pleased to see that they are chasing these mongrel car thief's and other criminals too.

We already have a generation of young adults that know they can get away with all sorts of things as they know that in most cases they will only get a slap on the hand or a few weeks of community service.

Lets get tougher on all criminals. The courts need to make these people accountable and perhaps with harsher penalties more of these offenders may stop and think before they break the law.

It is interesting that the assumption is that people like this thief will drive safely and responsibly without being pursued by the police. I would suggest that given that they have stolen a car, and then fled from police, the evidence might suggest that they are not intending to drive in a safe manner.
One of the things which has contributed to this problem is also the policy of requiring the police to end a chase when the driver begins driving dangerously. Surely this is encouraging the criminal to drive dangerously, knowing the police will be called off? This is even more true if you accept the mistaken assumption that the police are responsible for the actions of the driver of the stolen car.
Ultimately, the ONLY person responsible for the way in which a car is driven is the driver themselves. The person who killed the innocent 3 in the ACT was the driver of that stolen car. Its appalling to hear him described as being a good person or having a good heart. He was a serial car thief who was prepared to risk the lives of everyone around him so that he could have some fun. Those are not the actions of a good person.

If criminals knew that police are not allowed to chase them if they drive at too high a speed or in a manner dangerous to the public (driving on wrong side of the road or footpaths, driving through red lights etc), the number of dangerous driving episodes would most likely increase, not decrease. The public need to see this problem for what it really is - a hostage situation in which criminals are effectively demanding to be let go or they will risk the life & limb of innocent road users. Seen in that light, the police should be able to use all options up to and including the use of lethal force to stop these people from endangering the public (rather than just following them until they are cornered or crash, which seems to be all that police are currently allowed to do). This would probably require legislative change to indemnify the police involved if they act reasonably & in accordance with revised guidelines. Safeguards could include needing approval from a senior watch officer at the police comms HQ before using drastic action such as ramming or use of firearms.

they are currently researching hi tech immobilisers - i'd say get cracking and finalise it, then police can (like a remote control) kill the offenders cars engine.

Its very tragic.. but its NOT the police's fault. Put the blame where it belongs. With the selfish careless speeding car thief.

Lets say the police didnt chase them. Car thieves always speed and drive recklessly anyway, often ending in an accident up a tree or into another vehicle, often killing themselves and innocent bystanders. The police are then criticised for not chasing them, and doing nothing.

Basically the police cannot win. Damned if they do, damned if they dont.

So the only solution I can see, is that the courts should lock up these criminal car thieves who care nothing for their victims. Give them an adequate sentence, and keep them in jail until their sentence is finished. If they re-offend, lock them up again, and again, and again, for longer periods each time, until they get the message that its NOT OK to steal cars and drive recklessly. If the have an accident causing a death, charge them with manslaughter.

Get tough on the criminals. Not the police who are only trying to protect the community.

As the (responsibly,socially adjusted) son of a former NSW Highway Patrol Officer, if I had a dollar for every time I've seen/read or heard 1 of these stories I'd OWN yahoo !! The police do a great job. Just because some criminal wants to run from the police when the sirens go, is just there guilty conscience going, "Oh no, I am going to get caught".

The police did the right thing. They backed off when the guilty party sped faster, and rather than wanting to make the situation worse, they backed off. Why people thinking they can speed to crazy speeds on our roads, and still be alive at the end is beyond me.

all cars and rear number plates should be microchipped and when triggered by a police laser beam should be able to be tracked by Satellite. That way the police can back off if the suspect decides to bolt.

There's currently not much they can do. Police call off chases when the chase becomes too much of a danger to the public. Police generally try to get the chase to end as quick as possible through using things such as stop sticks and the pit maneuver. There are new technology in the works called Electronic System Distrupters that basically kill the car's engine/computer to make the car stop, but that's still very new technology that we'll likely not see any time soon.

If the Police are going to continue with stolen car chases in built up areas maybe they should control the stop lights in and around the areas of the chase( all to red ) at least that way no one will be travelling through these intersections during a chase, people might be delayed but chances are they will be safer. It could be one way of reducing casualties.
Genrally these idiots wont smash these cars into a stopped object so if you have all intersections stopped you would like to think they will slow down as there is not a lot of options.(they are stupid but do they wont to die from it!) you could close all lights down from green through amber to red quickly even fit a blue flashing light to the tops of the light towers indicating emergencies.

God Bless and protect the POLICE. Cant beleave the mindset of the thiefs sister. Saying the cops killed her brother because they chased him. He would've killed somebody or injured many eventually through his evil ways regardless. Just goes to show she too (the sister of the thief) has a criminal mind. As for you POLICE out there, keep doing what you are doing and never give these criminal selfish thugs the green light to do as they please. You COPS have our full blessings as law abiding people.

The police can not stop chasing these inconsiderate selfish thugs. If they do we might as well give them all the freedom they wish and let them committ any crime they so wish. If the police dont do their job, society jumps up and down and carries on about it, when they do do their job, society jumps and down about it ..!!!!!! well in the USA if the car stolen has onstar (most GM models do)
the owner first report the car stolen to the police
then onstar can report the location of the stolen car
and once the police have enough man power
onstar operator can send a signal to cut off the engine...
so the car will roll to a stop and onstar operator can also lock suspect into the vechile
so he cant run from the police

Who needs serial offenders like this in the community? 3 Car thefts and give them the death penalty. Or, if you're a wuss, lock them up and throw away the key. Someone on a radio show last night proposed governing all cars to a max of 120 Km/H - (except police and emergency services vehicles). Not a bad idea, it would ensure that the police can catch offenders, but the same thing can happen with hoons doing 120 Km/H in a 60 Zone. Rather fix the source of the problem, not the symptoms. Bring back caning in schools - I had my share of it and rather than do any harm, it makes you realise that you can't always do what YOU want. I daresay a few canings would have made the idiot in this case think a bit more about his actions before he got to this stage.

Again sadly the justice system has let these families down. These re offenders need to be dealt with harder so this cannot keep happening. The police have a job to try and keep us safe, I really wouldn't like to be sending my husband or wife out to deal with the society we have. These police men and women are very brave. It could have easily have turned the other way and we could be without two people who were just doing their job. They have families too.

Your question is very hard to answer considering once a maniac steals a car gets behind the wheel and is determined he will not stop/get caught regardless of any attempt to stop him by police. Having said this the police must not stop their attempts to stop a stolen vehicle at the time they are notified they are not aware of who is driving only a vehicle has been stolen their duty is to stop the vehicle at all costs. That is their duty to the safety of the public. If the person driving the stolen vehicle has no intention of stopping then the police must use whatever means available because the idiots who steal cars have no thought of their own safety or anyone else. YOU CANNOT BLAME THE POLICE if an idiot purposely drives the car into harms way. Sadly lives were lost in this latest chase but I back the police 100%

Australian Police don't use the pit maneuver. As for just getting the vehicle rego number, it's probably because the police saw the rego and recognised it as being a stolen car that started the chase in the first place. More Police helicopters are needed to be able to track these idiots from the air without needing police to pursue. Ground police can then set up traps or wait out of sight for the vehicle to stop.

I am so overwelmed by this accident, Canberra is such a small place everyone knows everyone! I didnt know these people but i know people who knew them. I was on my way to queanbeyan near hume i had a police car overtake me at high speed it was about 10.15 saturday night. I dont know why but this has had a huge effect on me? Maybe because i used to drive like an idiot!!!,What to do? Could we incorporate speed spikes into each major set of traffic lights which were maybe controlled by speed cameras or sensors activated by vehicles doing crazy speeds or activated by radio signals with warning lights when activated the technology must be available even if we could stop one foolish idiot from causing carnage. Even if when activated it damaged a 1000 tyres it would be better then killing innocent people. Also the old pit move is affective The police cant be blamed they were doing thier job and were risking thier lives and made the right decission in calling off the pursuit!!! It was horrific what happened but it could of been even worse. Driving a vehicle at high speed is dangerous and the sadest thing is people relize this when you are older and wiser or when something like this happens!!! Lets hope people learn from this and slow down cause life short!!!
