It depends on the context. Was he resisting arrest? Was he fighting back and trying to harm them? Then, no, it wasn't uncalled for. If he was a rag doll and he was still treated that way, then, yes, it was uncalled for. |

It depends on:
1. What he did and if he was considered ery dangerous
2. Whether he resisted them physically.
otherwise its wrong and illegal. Take it to court and show the bruises. But they may have been required to do so. |

Well it really depends on the person who there attacking. It could be a terriost at an airport or a guy who's holding hostages. If those were to happen, cops should attack the person. |

The cops can do anything to him if he's resisting.
They don't just kick your *** cause you're cooperating trust me.
Now, once they put the handcuffs on, they are responsible for his welfare and if they did in fact spray him while handcuffed, that is wrong and should be reported.
But from the situation it sounds like your brother is definitely getting a resisting arrest charge tacked onto whatever the hell else he did.

Policemen have a "rule book" and so whatever your brother did must require that much force. I think there are different levels of force so this just may be a high numbered force. If what the policemen did was not according to what they were supposed to do in that situation then it would be a felany. Sounds to me that they went a little overboard but then again I dont know what your brother did... |

It depends on what he did to provoke the attack... if he was armed and resisting arrest then he got what he had coming. If he was just attacked then he has a case of assault. The cops should have it on tape from one of their cars so I would start the process through the police department of looking into getting a copy of the tape. |

Well, it depends.... if he was resisting and hurting the officers... or maybe he was doing something to anger the officers.... its might be ok... but, if he wasn't resisting them...
or hurting or threatening anything....

If they ran up out of the blue and did this for no reason then no it's not right.
If he was resisting arrest then they are allowed to use force. Since the put him in handcuffs I would bet the farm he was resisting arrest (aside from the fact that I've never seen US Officers just attack someone at random). If you comply then these things simply don't happen to you. |

It is not an athletic contest. The officers have as their duty to stop him from being a threat to the public. It would be absurd for the four officers to say, wait, four against one is not fair. It is a job and they should use whatever tools and man power will best help them to successful fulfill their duty.
Jarod, being handcuffed doesn't keep you from resisting. A handcuffed man can still bite and kick you. |
