It depends on where you are I think. I know in NYC where I live, it's technically illegal but EVERYONE does it anyway and the police don't care as long as pedestrians are careful when doing so.

Where I live, the Highway Traffic Act includes a section on Pedestrian Rules. If you check with your state/provincial laws, you will probably find these rules. Pedestrians are supposed to point out their intention to cross the street. Kids learn this in kindergarten and grade one, but its soon forgotten. This simple act would provide drivers with some idea as to where the pedestrian is about to cross. Pedestrians are also supposed to cross at crosswalks, where drivers would expect them to cross, and not between cars or in the middle of a block. Pedestrians are bound by law to obey the pedestrian 'walk/don't walk' light at traffic lights. Although pedestrians should be given the right of way, they also have a legal responsibility for their own safety. There are laws for this purpose, which are held up in a court of law. It seems that when you are a pedestrian you are aggravated by vehicles, and when you are a driver, pedestrians can be frustrating. Think and walk!

definitely, I almost got a ticket for walking while the hand was about to stop blinking. It also depends on the officer who sees this act and depends on the time of the event and where.
