Where I live, the Highway Traffic Act includes a section on Pedestrian Rules. If you check with your state/provincial laws, you will probably find these rules.
Pedestrians are supposed to point out their intention to cross the street. Kids learn this in kindergarten and grade one, but its soon forgotten. This simple act would provide drivers with some idea as to where the pedestrian is about to cross.
