Heather H	Yes, the UK allows for dual nationality. I have two passports, one for my country of origin and one for the country I grew up in. The answer is yes, he is British by birth.

Magick	A very complicated matter. I would suggest getting an international lawyer of a lawyer from the UK. I am from the US but here where I live they use a bit of the old english law. I have heard of some children getting rights to biological parents after an adoption but ideally it is not suppose to happen. When the child is adopted out they loose all the family rights such as the right to inherit; but if she can prove he biological father is/was from the UK she could have grounds to request citizenship. To answer the question you asked: she cannot get a passport from the UK unless she is a citizen.
